GKG Reclassifies 60% of MSHA: Case Study

Situation

In March of 2009 OPM requested that within one year, MSHA’s Staffing and Classification Branch map and reclassify their 1822 Series to the current 1800 Series. This conversion updates classification standards last revised 30 years ago in October of 1980.  This conversion affects over 1500 of MSHA’s current 2400 employees.  The revisions need to be coordinated and disseminated with DOL’s Regional Personnel Offices (RPO’s) and Human Resources Center (HRC) prior to final implementation.

Solution

Golden Key Group put a team of senior classifiers on-site to conduct an in-depth review, analysis, and evaluation of 220 PDs.  Our classifiers drafted standard PDs, stand alone PDs and evaluation statements, made parenthetical title recommendations, assigned bargaining unit status (BUS) codes and Fair Labor Standard Act (FLSA) determinations, and prepared OF-8 forms.  Individual summary packages were prepared delineating our actions and identifying issues for MSHA’s future benefit. To date, all deliverables and recommendations have been completed ahead of schedule and accepted without change.

What we deliver

  • In-depth analysis, and evaluation of 220 MSHA PDs; recommendations on which PDs could be standardized and grouped, standardized PD templates and evaluation statements, PD numbering nomenclature and forms
  • Classification PD proposals, evaluation statements, BUS codes and FLSA determinations, individual summary report delineating action taken and problems corrected
  • Developed evaluation statements in FES or GSSG for each PD
  • Conversion and clean-up of PDs, creative solutions and improved business processes.

Our keys to success

Golden Key Group’s experienced team quickly became familiar with MSHA’s mission, organizational structure, and current classification business processes.  The team established a working level of trust and rapport with their counterpart Federal Classifiers.  They collaborated with the Department of Labor Classification Policy expert to ensure Golden Key Group’s products are compliant with DOL guidelines.  Daily communications between our project team and their government counterparts ensure that the project remains on track and within budget.

Results

Success has been a direct result of a thorough kickoff meeting clarifying the project deliverables, the assignment of a Golden Key Group on-site Project Manager and Program Manager, the quality of our classification team, and the collaboration, mutual respect and rapport built early on between Golden Key Group and MSHA. The entire project has been one of full cooperation, collaboration and emphasis on not only meeting the SOW deliverables but ensuring that MSHA is left with products, procedures and processes that are transferable to other aspects of their classification program.
